One of the essential elements contained within the vision
of an integrated urban environment for the Doncaster Hill
Activity Centre is a community village that is people-focused
and provides a range of community services.
The Community
Service Infrastructure Doncaster Hill - DCP Justifications
Summary Report (1.2Mb) outlines the community services
and facilities that will be required in the Doncaster Hill
area.
The Doncaster Hill Strategy aims to create a comprehensive
network of pedestrian and cycling paths, as well as link the
village to major public transport routes, with easy access
to bus facilities connecting the area the to the city and
neighbouring suburbs.

Pedestrian and Cycling Plan
In Doncaster Hill Pedestrian and Cycling Plan (February 2010)
was prepared following a review of the initial plan, prepared
in 2003, and extensive consultation with the community and
other stakeholders.
The purpose of the Plan is to identify future works to be
undertaken, ensure stronger links to public transport, and
respond to health and social elements of pedestrian and cycling
issues and opportunities, and to facilitate the delivery of
these works and initiatives through the Actions Plan.
It will be used to guide decision-makers and other relevant
key stakeholders, at the State, regional and local level regarding
these works and initiatives, and will play an important role
in being used as a basis for securing future funding.
Public Transport
Doncaster Area Rapid Transit (DART)
The DART service, a network of major arterial bus routes
operating at high frequency to the CBD, with the assistance
of road priority, high quality and off-vehicle amenities is
set to commence on Monday 4 October 2010.
The $360 million DART upgrade will offer of a network of
buses on major arterial routes operating at high frequency
to the CBD with the assistance of road priority measures and
high quality signage. The new DART 905,
906, 907 and 908 routes will replace existing bus routes 301,
304, 307 and 319/308.
Commuters will have free access to DART bus services from
Monday 4 October until Sunday 17 October 2010.

SmartBus Orbital Service
Three SmartBus Orbital routes - Red, Green and Yellow - will
run through Manningham, with the Red and Green routes already
servicing Doncaster Hill directly.
The SmartBus system offers:
- Upgraded buses
- More frequent services (less than 10 minutes in peak
times, 15 minutes for the rest of the day and 30 minutes
in off-peak times and weekends)
- Operation until midnight every day of the week, commencing
at 5am Monday - Friday, 6am on Saturday and 7am on Sunday
- Improved technology - dynamic signal priority
- Greater reliability
- Real time information
- Disability Discrimination Act (DDA) compliant bus stops
The Red Orbital SmartBus service (route 903) commenced operation
within Manningham in April 2009. This service runs from Mordialloc
to Altona. The Green Orbital SmartBus service (route 902)
commenced full operation between Chelsea and Airport West
in April 2010.
Both the Red and Green Orbital routes stop at Westfield Doncaster.

Planning and detailed designs are in progress for the Yellow
orbital bus service, anticipated to commence operations in
early 2011.

Doncaster Road bus priority proposal
VicRoads is proposing to install part-time bus lanes and
extend clearways along Doncaster Road to improve bus reliability
and travel times.
Bus lanes and clearways will reduce delays by giving buses
priority on the road during peak hours - resulting in quicker,
more reliable bus journeys along this busy public transport
route.

Pedestrian and cycling links
Council has begun work on creating a network of improved
pedestrian and cycling links around Doncaster Hill.
The first stage of this was completed in mid-2008 with a
shared path constructed between Precinct 1 and Westfield.
Widened walking and cycling paths now run behind Doncaster
Primary School, and along Council and Goodson Streets. Part
of this project was also the installation of signage with
directions and walking times to major sites on the Hill.
Construction of the path was jointly funded by Council and
the State Government through a $173,000 Local Area Access
Program grant.
The shared path also links to the Doncaster Hill Boulevard
and Underpass on Doncaster Road, and will link to other pedestrian
and cycling paths around the Hill.
Traffic & parking
The Doncaster
Hill Parking Precinct Plan (228Kb) establishes the most
efficient way for future expected car parking demands to be
accommodated within the Doncaster Hill area including the
stipulation of suitable car parking requirements for key land
uses within
Doncaster Hill.
The Doncaster Hill Parking Precinct Plan refers to the findings
of the Doncaster
Hill Parking Study (1.3Mb) and the “Doncaster Hill
Parking Study - Technical Report” which has assessed
the expected future car parking requirements of Doncaster
Hill and the way in which these requirements can most effectively
be managed.
Traffic and Parking Review
GTA Consultants, on behalf of Manningham
Council, are undertaking a review of traffic and parking in
Doncaster Hill to update work undertaken in a previous study
in 2002 and identify any impacts on the surrounding road network
due to current and potential future development.
Since 2002 a number of significant
developments have commenced construction, including Council’s
$38 million Civic Precinct Community Hub, the affordable housing
development at 99 Tram Road and The Pinnacle at 632 Doncaster
Road. Westfield Doncaster has undergone a major redevelopment
and bus services to Doncaster Hill have also been improved.
A number of other exciting projects
are planned for the Hill and it is anticipated that further
development will occur progressively over the next 10 to 20
years.
Council sought feedback from the community from June to August
2011, including a community information session.
Land use forecasts have been developed and will inform the
modelling work undertaken, in line with the Victorian Integrated
Transport Model. An audit of car parking utilisation at completed
developments is proposed and pedestrian counts have been undertaken.
As part of this study, transport and streetscape infrastructure
requirements in the Doncaster Hill Development Contributions
Plan will be reviewed and information will be provided to
facilitate a review of the Doncaster Hill Parking Precinct
Plan.
The review is expected to be finalised in early 2012. |
