Excitement is growing on Doncaster Hill with recent staged openings of the redeveloped Westfield Doncaster, and its completion date fast approaching.

Recent months have also seen Council secure an additional $150,000 worth of grant funding, the approval of concepts for the Civic Precinct and much more.

Civic Precinct concept given green light

On 24 June 2008, Council endorsed a report on the future of the Civic Precinct (Precinct 1), which proposes the co-location a number of cultural, social and community facilities and services on a central site to meet the growing needs of the community.

The initial stage of development is expected to be completed within three years at a cost of around $28 million, and include facilities and services such as a library, cultural centre and community arts, family services, Doncare, civic forecourt and transport hub.

$150k grant from State Government

Eastern Metropolitan MP, Brian Tee, announced in early August that Manningham will receive a State Government grant of more than $150,000 for plans to "renew and expand the heart of Doncaster."

The funding is being provided through the Expert Assistance Program and will help Council implement its Civic Precinct intiative.

Westfield opens Stages 2 and 3

The redevelopment of Westfield Doncaster is nearing its completion, with stages 2 and 3 opening in June and August. This included the unveiling of the Drum, the centre's new food area with its sweeping views to the city. Big W and Target are now open and Stage 3 saw 1200 new undercover car parking spaces made available off Doncaster Road.

Centre Manager Rachele Godridge said the the rebuilt and reinvented centre remains on track to be completed by mid-October.

Shared path extended along Council and Goodson Streets

Work is nearing completion on the shared pedestrian and cycling paths along Council and Goodson Streets. This work extends the Doncaster Road boulevard treatment that was put in place along with the award-winning Public Art Fence in 2007, to connect the Civic Precinct to Westfield Doncaster. It also provides a more attractive entrance to the Old Shire Hall.

Construction of the widened, shared pedestrian and cycling paths has been jointly funded by Council and the Department of Infrastructure, which contributed $173,195 through its Local Area Access Program.

The project also involves the development and placement of signage at key locations to identify the pedestrian and cycling network and major destination links.

Posts installed for underpass canopy

The upgrade of the Doncaster Hill pedestriang underpass is continuing, with the installation of a canopy at the Doncaster Primary School end now underway.

Two support posts have been in place since last month, but to give the concrete footing time to cure, the second construction stage did not commence until mid-August. While the underpass remains open throughout, the construction zone will be fenced off until completion of the second stage.

Smart Energy Zone planning underway

Council has awarded a contract to Hansen Partnership in association with Sustainable Built Environment (SBE) to prepare an energy plan for the Doncaster Hill Smart Energy Zone.

The Smart Energy Zone project will have statewide significance and will contribute an important step towards advancing sustainable development practices.

The Smart Energy Zone initiative aims to demonstrate how communities can cut their greenhouse emissions with a combination of energy solutions.

Issues Forum meeting 23 July 2008

The second meeting of the Doncaster Hill Issues Forum was held on 23 July 2008.

The meeting included presentations from Christain Griffiths of Greg Tucker and Associates Traffic Engineers and the Department of Transport on Doncaster Hill traffic and public transport planning.

Development Assessment Committee announced for Doncaster Hill

In May, the State Government announced the implementation of joint Local and State Government Development Assessment Committees (DACs) to make planning decisions on key projects, in line with the Melbourne 2030 vision.

Doncaster Hill was selected as one of five Principal Activity Centres to be included in the initial roll-out of this new initiative. Council is currently liaising with the State Government to determine the structure of the committees and seek clarifications on the practical implications and timing.

Doncaster Hill Local Law now in place

The Doncaster Hill Local Law came into effect on 1 July 2008.

The Local Law applies to a sites within Doncaster Hill that become unsightly and are considered to be detrimental to the amenity and/or health and safety of users of the area. Council may now issue a Notice to Comply to owners of these sites, requiring the owner to prepare a Land Management Plan for the site.

Amendments C72 and C76 exhibited

Two amendments relating to the Doncaster Hill Strategy - Amendment C72 and Amendment C76 - were recently exhibited by Manningham Council.

Resulting from a Priority Development Panel recommendation to ensure all land in Doncaster Hill is development ready, Amendment C72 seeks to remove restrictive covenants from six Doncaster Hill properties. Amendment C76 proposes the rezoning of Council owned land (600A Doncaster Road, 2 Elgar Court, 101 Tram Road) and privately owned land (3 Elgar Court and part of Elgar Court - road, Doncaster) to a Comprehensive Development Zone (CDZ1).
