This year has seen the face of Doncaster Hill begin to change noticeably, with a number of on-the-ground projects completed or underway.

As 2007 draws to a close the new look Westfield Doncaster is taking shape and two further developments on Doncaster Road have received planning permits, ensuring many new opportunities on the Hill in the new year.

Two new developments approved

Council has issued permits for two new development proposals on Doncaster Hill. A 12-storey building is proposed for the former Doncaster Holden site at 632-640 Doncaster Road, while a seven-storey building has been approved at 659 Doncaster Road, formerly a Mobil petrol station.

Council approved both applications in October, and issued permits after receiving no objections during the advertising period.

Westfield Doncaster update

As the redevelopment of Westfield Doncaster approaches the 12-month mark, the restaurants on the roof level along Doncaster and Williamsons Roads have advanced to the point where the towering 'hammerhead' crane – a fixture since June – has been dismantled. This leaves five tower cranes active in the lead-up to Christmas.

Closing in of the glass drum façade will commence early in 2008.

More sections of cinema wall panels have been erected on the Williamsons Road frontage, while works on improving the entry at the Myer end of the centre are almost complete.

Work continues at Sovereign Point

Work is also continuing on the final stage of development in the Soveriegn Point complex on Williamsons Road, with two new buildings being constructed. This final component will join completed buildings, The Ridge, The Crest and The Gardens, and provide an additional 16 living spaces, with a mix of one and two-bedroom apartments.

Doncaster Hill Issues Forum

Council has endorsed the formation of the Doncaster Hill Issues Forum, which will give residents and key stakeholders input on issues related to the implementation of the Doncaster Hill Strategy.

The Forum will provide community representatives, local developers and organisations working in partnership with Council, with information and updates on the implementation of the Strategy.

Funding received for appointment of Place Manager

Minister for Planning, the Hon. Justin Madden, announced in October that Manningham Council would receive $97,000 funding to appoint a Place Manager to drive the implementation of the Doncaster Hill Strategy.

The funding will allow Manningham Council to employ a Place Manager to create a sense of place for Doncaster Hill and work collaboratively across all areas of Council, and with external stakeholders, to bring the Hill to life

Underpass upgrade underway

Work is continuing on the upgrade of Doncaster Hill's Pedestrian Underpass. The Underpass, which runs under Doncaster Road between Doncaster Primary School in Precinct 1 and the western end of the shops in Precinct 2, will remain closed until work is completed in early 2008.

The facelift includes new floor and wall treatments, and innovative lighting to make it a safer, more attractive pedestrian space.

Carawatha Reserve Development

Stage 1 of the Carawatha Reserve Development Plan is in its final stages with the installation of the innovative shelter, constructed from recycled playground slides, recently being installed, along with play equipment, picnic table and low benches, landscaping works and safety improvements.

Upgrades as part of Stage 2 will include the construction of a retaining wall and provision of barbecue facilities.

Results from Saxon Reserve survey

In September 2007 Council surveyed residents on what they value about Saxon Reserve, and how they use it, in preparation for a Draft Development Plan to provide direction for its future use, development and management.

The seventy-nine responses received indicated strong support for improved access to Saxon Reserve and creating a comfortable environment, and more than half supported the inclusion of picnic facilities.

Most respondents also favoured the inclusion of play equipment or natural play elements in the reserve.

Proposed Local Law advertised

Council recently placed on exhibition a proposal for the introduction of a new Local Law titled Manningham's Doncaster Hill Local Law. This Local Law would complement the Doncaster Hill Strategy and the planning provisions by setting a standard for the visual appearance of poorly maintained properties that impact on the overall amenity of the Doncaster Hill precinct.

It is proposed that Manningham’s Doncaster Hill Local Law will come into effect from 1 July 2008.

Priority Development Panel

The State Government's Priority Development Panel (PDP), an advisory body comprising planning, urban design and architecture, land economics, social research, transport planning and engineering experts, recently reported to the Minister for Planning with a review of the Doncaster Hill plan and advice on opportunities for Precinct 1.

Council expects to receive the report in early 2008.
