Work starts on The Berkeley

Manningham Mayor, Cr Charles Pick, turned the first sod at a ceremony to mark the commencement of work on The Berkeley development - which is being developed by AXF Group - on 10 November.

The 49-apartment first stage of development, located on the corner of Berkeley and Tower Streets in Precinct 3, is scheduled for completion in early 2011.

Affordable housing development announced

Manningham Council has welcomed the announcement of an affordable housing development to be constructed in Doncaster Hill, at 95-99 Tram Road.

Work is underway on the 98-apartment development, which will be managed by Loddon Mallee Housing Services and is expected to be completed by April 2011.

Bus Lanes proposal - feedback due by 10 December

VicRoads is proposing to install part-time bus lanes and clearways - that would operate during morning and afternoon peak periods - along Doncaster Road to improve bus reliability and travel times. Bus lanes and clearways will reduce delays by giving buses priority on the road during peak hours - resulting in quicker, more reliable bus journeys along this busy public transport route.

Funding secured for Heritage Soundposts project

Manningham City Council has secured $37,727 in funding from the Department of the Environment, Water, Heritage and the Arts, as part of the Australian Federal Government Jobs Fund for the Doncaster Hill Heritage Soundposts project.

The funding is for the development and installation of a number of sign posts with an audio functionality, as well as the development of a brochure, to promote and enhance the rich heritage past of Doncaster Hill, within the context of an evolving Principal Activity Centre.

91 Tram Road proposal called in by Minister

The development proposal for 91-93 Tram Road was recently called in by the Minister for Planning for consideration.

The application for the ten-storey apartment, with 85 dwellings, was issued a Notice of Decision to Grant a Permit by Council on 11 August 2009. The decision was appealed and a Mediation Hearing at VCAT held on 10 November 2009 was not succesful.

The matter will now be considered by a representative from DPCD, following a meeting to hear submissions, who will then make a recommendation to the Governor in Council for final determination.

Council applies for Civic Precinct Community Centre permit

Council recently applied for a Planning Permit for Stage 1 works of the Precinct 1 Masterplan. Stage 1 involves the construction of a $34.95 million environmentally sustainable Community Centre adjacent to the Council offices on Doncaster Road.

Submissions closed on 5 November, with seven objections received (relating to parking, traffic and heritage). A process has been set up to respond to these objections and Council aims to consider the application before the end of the year, with construction anticipated to commence in mid-2010. The Civic Precinct development is expected to be completed by mid-2012.

Civic Precinct wins water award

The Doncaster Hill Civic Precinct’s Building and Public Realm Water Sensitive Urban Design (WSUD) Strategy Masterplan recently won the Masterplanning and Design Award at the 2009 Stormwater Victoria Excellence Awards.

As part of Council’s Masterplanning process for the Civic Precinct, EDAW AECOM developed a Water Sensitive Urban Design strategy, with benefits including: quality treatment; harvesting and reuse; direct irrigation; storm flow mitigation; cooling and shade through enhanced vegetation; provision of natural water elements and increased site amenity.

Leading-edge sustainable design is a significant element of the Doncaster Hill vision to create a sustainable urban village with a strong sense of place and a community focused lifestyle and the $35 million Civic Precinct Community Centre project aims to demonstrate this.

New Activity Centre Zone for the Hill

In September 2009, the Minister for Planning announced the introduction of a new Activity Centre Zone (ACZ) for Doncaster Hill. The ACZ will guide the use and development of land within Doncaster Hill and encourages a mix of uses to facilitate business, shopping, working, housing, leisure and community facilities. It covers the whole of Doncaster Hill, with the exception of Doncaster Primary School, which remains in a Public Use Zone.

The new zone better reflects Council's vision for the Hill's seven precincts and has significantly reduced the number of planning controls relating to Doncaster Hill. Council will have the opportunity to review the zone within 12 months, to address any issues that arise or further clarify the planning controls.

Doncaster Hill is the first of five 'market ready' Activity Centre's in Victoria to have the zone applied.

Developer Expo planned for 2010

Council is planning to hold a Developer Expo for May 2010, as part of continuing efforts to assist the facilitation of future development on Doncaster Hill. The Expo will feature keynote speakers, information stalls run by key stakeholders from government and the private sector and networking opportunities.

Doncaster Hill Pedestrian and Cycling Plan review

The Draft Doncaster Hill Pedestrian and Cycling Plan will be considered by Council in early 2010, following its recent exhibition, and current advocacy to the State Government for integrated delivery of transport initiatives that further the policy objectives for Principal Activity Centres such as Doncaster Hill.

Thirty-five submissions were received to the Plan, with 58 per cent of respondents either 'Very Satisfied' or 'Satisfied' with the overall direction of the Plan. Nine per cent were 'Neutral' and 33 per cent were 'Dissatisfied' or 'Very Dissatisfied'.

Council is now seeking resolution from the Department of Transport and VicRoads regarding the implementation of strategic transport initiatives before considering and responding to submissions made during the public exhibition.

The Plan will replace the 2003 version and provide more emphasis on linkages to public transport and encouraging more sustainable forms of travel.

Issues Forum review and meeting, 28 October 2009

The Doncaster Hill Issues Forum met on 28 October 2009, discussing recent activity on the Hill and providing input into a review of the future of the Issues Forum.

Established to provide stakeholders, including community representatives, with information and progress updates on matters associated with the implementation of the Doncaster Hill Strategy, the two-year term of the Forum is due to end in February 2010.

All members of the Issues Forum were sent review surveys, with 12 responses received, providing feedback on the Forum and broader Doncaster Hill communications and consultation. Council will now consider this feedback and make a decision about the future of the Forum.
