What is Doncaster Hill?
Purpose
The Doncaster Hill Strategy,
adopted by Council in February 2002, is Manningham City Council’s
response to increased demand for more appropriate, sustainable
and diverse housing options that accommodate the municipality's
changing demographic and social needs.
The Hill is envisaged to be a mixed-use sustainable urban
village with a strong sense of place and a community-focused
lifestyle.
Through this project Council aims to alleviate concerns over
urban growth spreading further into poorly serviced and more
sensitive urban and non-urban areas, whilst capitalising on
the accessibility, servicing and extraordinary views of the
location.
Doncaster Hill is a 20-year strategy that plans to attract
4,000 new residential apartments and five million extra visitors
a year.
Covering 58 hectares centered on the intersection of Doncaster
Road and Williamsons/Tram Road in Doncaster, Doncaster Hill
is set to be the civic heart of Manningham.
Reinforcing this is the Civic
Precinct Community Hub development, which will provide
a range of community services and facilities, and a focal
point for Manningham residents and visitors.
The Vision
The Doncaster Hill twenty-year vision is to create a mixed-use
sustainable urban village with a strong sense of place and
a community-focused lifestyle, which is the civic heart of
Manningham.
It Hill will feature contemporary medium to high density
housing within walking distance to shops, restaurants and
workplaces, entertainment and public transport.
One of the most significant planning projects in metropolitan
Melbourne, Doncaster Hill sets a new benchmark in architectural
and sustainable development.

An Urban Village
An urban village is an attractive place where people can
visit, live, work, and meet. It provides for everyday lifestyle
needs in a friendly, safe and accessible setting, and it offers

in the one convenient location.
Doncaster Hill will bring together facilities and services
that will appeal and cater to the needs of a variety of residents,
including families, singles, young people and senior citizens.
Sustainability and Urban Design
Doncaster Hill is one of the most significant planning projects
in Metropolitan Melbourne and sets a new benchmark in architectural
and sustainable development, with leading edge design and
strict planning standards.

Virtual Doncaster Hill
Virtual Reality modelling has been used extensively in the
development of the Doncaster Hill Strategy to help planners
determine the most appropriate building heights and building
envelopes for the various precincts, and allow them to assess
the suitability of locations for open space areas, pedestrian
links and plazas.
An updated virtual model, developed by Council's GIS/GPS
Unit, is now available and will be continually updated as
modelling data is provided by developers. Data has not been
received from all developers; in these cases the site envelope
is coloured red for 'under construction' and orange for 'permit
issued' and marked with an information panel.
This virtual model allows for better assessment of the suitability
of a proposal and its impact on the surrounding precinct.
The virtual model of Doncaster Hill was generated from direct

Melbourne 2030
Doncaster Hill is recognised as a Principal Activity Centre
in Melbourne 2030, the Victorian State Government’s
plan for sustainable growth over 30 years across metropolitan
Melbourne and the surrounding region.
Melbourne 2030 aims to maintain Melbourne’s reputation
as one of the most liveable areas in the world while experiencing
growth of up to one million people.
